Hong Kong, 18 May 2025 — The “Non-ethnic Chinese Youth Counter-Terrorism Dodgeball Experience,” a key event under the “Inspiring Growth Program,” concluded today with great success. Organized by the New Territories South Regional Headquarters of the Hong Kong Police Force, in collaboration with the Inter-departmental Counter-Terrorism Task Force, the Hong Kong Dodgeball Association, and strongly supported by the Hong Kong Ethnic Minority Support Service Centre and the Home Affairs Department, the event attracted over 110 young people from diverse ethnic backgrounds.
A Unique Blend of Sports and Crime Prevention Education
The event, held over two days on May 3 and 10, served as training days. Participants learned “Six-Ball Dodgeball” techniques from experts from the Hong Kong Dodgeball Association and the Hong Kong national team. These training sessions were complemented by lectures on counterterrorism, national security, anti-drug measures, and emergency response guidelines, aiming to equip young people with essential safety skills.
The program emphasized the Police’s “Dodge, Avoid, Seek” emergency response principles—encouraging youths to swiftly dodge threats, seek cover, or call for help in crisis situations—through interactive exercises and simulations. This innovative approach aimed to enhance the youths’ crisis management skills in a fun, energetic environment.
Celebrating Diversity and Community Engagement
The event was officiated by Ms. Mei-kuen Mak, Secretary for Home Affairs and Youth Affairs, who highlighted the government’s commitment to supporting ethnic minorities through various community initiatives. She expressed pride in seeing support service centres actively participating, fostering community integration, and encouraging ethnic minority youths to engage in community activities and stay informed about safety and crime prevention.
Mak also emphasized the importance of inclusiveness, noting that community support and collaboration are essential for nurturing young people’s development and resilience.
A Day of Competition and Cultural Exchange
The final day featured thrilling competitions for the “TusGrowth Cup” and the “Counter-Strike Cup,” with the Hong Kong Fire Services Department’s “Thunderbolt Rescue Team” emerging as champions. The team expressed excitement: “Through teamwork and perseverance, we proved that anyone can be a hero!”
Other top teams included the ONE Center’s Anti-Drug Team and the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) Ethnic Minority Service Centre, showcasing participants’ diverse talents and unity.
Interactive Activities Promote Crime Awareness
Beyond sports, the event offered interactive booths covering anti-terrorism, anti-fraud, drug prevention, and animal protection. Over 300 students, parents, and guests participated in engaging games and learned crucial safety tips. An on-site counter-terrorism drama, “Emergency Response Demonstration,” involved ethnic minority youths in practical exercises such as fire extinguishing, self-rescue, and escape techniques, further strengthening their awareness.
Voices of Youth and Community Leaders
Muhammad Tazimul Islam from Bangladesh, who played on the DAB team, shared his thoughts: “This event has shown me the importance of teamwork and resilience. I’m proud to be part of a community that values diversity and inclusion.”
Community leaders and law enforcement officials highlighted the event’s success, emphasizing its role in building confidence, resilience, and cross-cultural understanding.
Jason, Vice President of the DAB Ethnic Minority Community, praised the event, saying, “These kinds of activities are perfect for making our youth active and aware of Hong Kong’s laws. We appreciate these efforts because they keep our young people engaged and help them understand their rights and responsibilities as members of this society. Such tournaments foster teamwork, discipline, and community among our youth, which is vital for their growth and integration into Hong Kong society.”
Mak Chin-ho, Regional Commander of the New Territories South, stated, “Difficulties are opportunities to grow. Like dodgeball, life requires flexibility and teamwork. Remember, you are not alone—you have support from family, teachers, and the community.”

The event’s organizers emphasized that the “Inspired Growth Program” aims to continue fostering diversity, inclusion, and community safety. Lun Tze-ju, Development and Training Director of the Hong Kong Dodgeball Association, expressed optimism about the sport’s potential to cultivate teamwork and inclusiveness among the youth.
The police reaffirmed their dedication to nurturing a harmonious society where every young person, regardless of background, can thrive. Moving forward, more diverse activities will be organized to inspire young people, promote law-abidingness, and create a more inclusive Hong Kong.
