The Politburo of the Central Committee of the Communist Party of China (CPC) convened a meeting in Beijing on Friday, February 27, presided over by Xi Jinping, General Secretary of the CPC Central Committee and President of the country.
The meeting deliberated on the Draft Outline of the 15th Five-Year Plan and the Government Work Report, which are to be submitted for review at the fourth session of the 14th National People’s Congress.
The Politburo noted that the period of the 14th Five-Year Plan was both extraordinary and challenging. Facing a complex international environment and the demanding tasks of advancing domestic reform, development, and stability, the CPC Central Committee—with Xi Jinping at its core—united and led the entire Party, the Chinese people, and all ethnic groups in confronting challenges head-on and forging ahead. During this period, China effectively handled the severe impact of the COVID-19 pandemic as well as multiple major risks and challenges, enabling the Party and the nation to secure new and significant achievements across various fields.
The meeting further stated that after five years of continuous effort, the main goals and tasks of the 14th Five-Year Plan have been successfully accomplished. The country’s economic strength, scientific and technological capabilities, and overall national power have reached new heights. Chinese-style modernization has advanced steadily, and the new journey toward achieving the Second Centenary Goal has begun successfully.
According to the Politburo, the period of the 15th Five-Year Plan will be crucial for consolidating the foundation for achieving socialist modernization and securing comprehensive progress. Under the leadership of the CPC Central Committee, the scientific formulation and implementation of the 15th Five-Year Plan will be vital for consolidating and expanding development gains, removing bottlenecks, strengthening weak areas, promoting high-quality economic and social development, and laying a more solid foundation for the fundamental realization of socialist modernization.
The meeting emphasized the need to continue implementing a more proactive fiscal policy and an appropriately accommodative monetary policy, while strengthening coordination between reform measures and macroeconomic policies. Efforts must be made to build a robust domestic market, foster new drivers of growth, and accelerate the achievement of high-level scientific and technological self-reliance. It is also essential to advance reforms in key areas, expand high-standard opening-up, promote rural revitalization, accelerate new-type urbanization and coordinated regional development, and further enhance the protection and improvement of people’s livelihoods. The Politburo also called for accelerating the green transition, strengthening risk prevention and security capabilities in critical sectors, enhancing governmental competence, and upholding sound principles of performance evaluation.
