China’s New Development Plan Finalized

On Tuesday, at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), Xi Jinping, General Secretary of the CPC Central Committee and President of the country, explained on behalf of the Political Bureau of the CPC Central Committee the draft proposal titled “The CPC Central Committee’s Recommendations on Formulating the 15th Five-Year Plan for National Economic and Social Development.”

Work on the draft proposal began in February this year under the direct leadership of Xi Jinping. During the process, multiple rounds of research and review were conducted. Six research teams visited 12 provinces, autonomous regions, and municipalities; 35 key research projects were carried out; numerous symposiums were held; and over 3 million online opinions were collected. In total, 452 suggestions and opinions were incorporated into the proposal, and 218 revisions were made. The draft was reviewed at three meetings of the Standing Committee of the Political Bureau and two meetings of the Political Bureau of the CPC Central Committee, serving as a vivid example of whole-process people’s democracy.

The proposal, consisting of 15 articles across three major sections, aims to “consolidate the foundation and make comprehensive efforts” while guiding the country toward achieving basic modernization by 2035. Xi Jinping emphasized several key areas: clarifying the Five-Year Plan’s crucial role as a bridge between past and future development; setting qualitative goals such as reasonable economic growth and steady improvement in household income; promoting high-quality development through scientific and technological innovation; advancing new, locally adaptable productive forces; strengthening domestic circulation and expanding international circulation; focusing on people’s livelihoods and regional coordination to promote common prosperity; improving security mechanisms and modernizing national defense; and reinforcing the Party’s overall leadership to ensure effective implementation.
