A Message of Stability in an Uncertain World: Confidence in China’s Five-Year Plan

On the third day of the Boao Forum for Asia (BFA) Annual Conference 2026, several international guests stated that China’s 15th Five-Year Plan is not only a blueprint for the country’s development over the next five years but also a source of new opportunities for other nations, while contributing valuable stability to an increasingly uncertain world.

China-related topics have always been a focal point at the Boao Forum. From technological innovation and green transition to the digital economy and infrastructure, China’s economy continues to demonstrate strength and resilience across multiple sectors, impressing international participants.

Volkan Bozkır, President of the 75th session of the United Nations General Assembly, noted that China is among the global leaders in green and low-carbon sectors, including energy conservation and clean energy.

Former U.S. Secretary of Commerce Carlos Gutierrez said that in Mexico, he observed that most ride-hailing vehicles were new energy vehicles made in China. He expressed admiration for the large presence of Chinese cars in overseas markets, adding that China also leads the world in technological innovation in areas such as artificial intelligence.

A major point of discussion among participants at the forum is how China’s 15th Five-Year Plan outlines the path and methods for achieving high-quality development. Luo Ren Zhou, President of the China–Italy Chamber of Commerce, said China is committed to being a stable global partner, sending a clear signal to foreign enterprises investing in the country. He emphasized that understanding the 15th Five-Year Plan is crucial for foreign businesses and chambers of commerce.

Fei Taowei, Chief Representative of the Canada China Business Council in Beijing, said that the plan’s focus on new quality productive forces, green transformation, and domestic demand aligns with the development direction of Canadian enterprises. He noted that the Chinese market remains a priority for Canadian companies, with several planning to expand their investments in China.

In interviews, international guests also highlighted that amid global economic uncertainties, China’s 15th Five-Year Plan provides a sense of stability. Eduardo Pedrosa, Executive Director of the APEC Secretariat, said he observed that companies from around the world are keen to leverage the opportunities offered by the plan to invest in China and share the resulting benefits globally.

Mari Elka Pangestu, Vice Chair of Indonesia’s National Economic Council, noted that China and ASEAN are each other’s largest trading partners. She said that with the support of the openness and cooperation emphasized in China’s 15th Five-Year Plan, ASEAN’s supply chains will be strengthened, enabling joint development across multiple sectors.
