Chen Xu, China’s Permanent Representative to the United Nations Office in Geneva and to other international organizations in Switzerland, delivered a speech on Tuesday at the 60th session of the UN Human Rights Council, outlining China’s position on global human rights governance.
The Chinese envoy noted that this year marks the 80th anniversary of the United Nations, a time when global governance is facing complex challenges. He emphasized that China’s proposals for global governance are aimed at advancing international order in a fairer and more rational direction.
China has submitted several key proposals concerning human rights governance: adherence to the principle of sovereign equality, compliance with international law, and respect for the UN Charter. He stressed that every country’s sovereignty and its right to choose its own path for human rights development must be respected. China strongly opposes interference in other countries’ internal affairs under the pretext of human rights, and it supports the Palestinian people in restoring their legitimate national rights.
Chen underscored the need to uphold multilateralism and strengthen international cooperation. He argued that there is no single model for promoting human rights applicable to all countries. Instead, respect for civilizational diversity, coupled with dialogue and cooperation, is essential for advancing human rights. Any unilateral actions, he warned, must be rejected.
He further stressed the importance of a people-centered approach, pointing out that people are both participants in and beneficiaries of global governance. Therefore, all aspects of human rights must be advanced comprehensively.
Chen concluded by reaffirming that China will actively participate in reshaping the global human rights governance system on the basis of mutual respect and equality, in order to ensure the healthy development of the international human rights cause.
