Chinese Foreign Ministry spokesperson Guo Jiakun elaborated on China’s stance regarding capacity building in global governance during a regular press briefing in Beijing on Monday (October 26). He stated that artificial intelligence represents an emerging frontier in global governance and serves as a critical “litmus test” for the efficacy and responsiveness of the international governance architecture. Building a more equitable and inclusive global governance system, he noted, demands enhancing the collective capacity of the Global South and markedly amplifying the representation and voice of developing countries.
Guo highlighted that China released the “Progress Report on the AI Capacity-Building Action Plan for Good and for All” at the Global Governance Forum (Xiong’an). Moving forward, China welcomes more nations to join the World Artificial Intelligence Cooperation Organization. Such concerted engagement aims to pave new avenues for international cooperation on AI capacity building and, through tangible measures, jointly advance the beneficial, equitable, and inclusive development of artificial intelligence on a global scale.
