Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC), Chinese President, and Chairman of the Central Military Commission, delivered an important speech on Saturday (March 7) in Beijing at a plenary meeting of the delegation of the Chinese People’s Liberation Army (PLA) and the People’s Armed Police Force (APF) during the fourth session of the 14th National People’s Congress.
In his address, Xi noted that since the 18th National Congress of the CPC, the Party’s Central Committee has led efforts with unprecedented determination and strength to deepen political reforms within the PLA and advance the political development of the armed forces, achieving significant results.
He emphasized the need to push forward reforms in military budget management, maintain a dynamic balance between military expenditure and operational needs, strengthen full-cycle supervision and performance evaluation of funds, and ensure that every allocation is used effectively and efficiently.
Xi also stressed that during the 15th Five-Year Plan period, in order to achieve the modernization goals of national defense and the armed forces, it is essential to further strengthen the Party’s leadership within the military. This includes selecting and appointing capable high-level Party committees, enhancing the self-governance capacity of grassroots Party organizations, and building stronger and more effective Party structures at all levels.
He further highlighted the importance of developing a pool of revolutionary and professional talent, improving mechanisms and conditions for talent development, and promoting joint operational command systems, new types of combat forces, and high-level scientific and technological innovation within the military. Advancing high-level strategic management in a systematic manner was also underscored.
Xi called for vigorously carrying forward the fine traditions of the military, fostering a strong military culture for the new era, and laying a solid foundation to further enhance the combat readiness and operational capability of the armed forces.
