Canada Reaffirms One-China Policy as Xi Jinping Meets Prime Minister Mark Carney

Beijing, January 16 – Chinese President Xi Jinping held talks with Canadian Prime Minister Mark Carney on Thursday at the Great Hall of the People in Beijing, underscoring the importance of stable and constructive bilateral relations and Canada’s continued adherence to the One-China policy.

During the meeting, President Xi said that the sound and steady development of China–Canada relations serves the fundamental interests of both countries and contributes positively to global peace, stability, development, and prosperity. He stressed that the two sides should work together to build a new type of strategic partnership and guide bilateral relations toward healthy, stable, and sustainable growth, delivering greater benefits to the peoples of both nations.

To advance bilateral ties, President Xi put forward four key proposals.

First, he called for the two countries to be partners based on mutual respect. Despite differences in national conditions, Xi emphasized that China and Canada should respect each other’s sovereignty and territorial integrity.

Second, he urged both sides to act as partners in shared development. Mutual benefit and win-win cooperation, he said, form the core of China–Canada relations. China’s high-quality development and continued opening-up would create sustained new opportunities for bilateral cooperation.

Third, President Xi highlighted the importance of being trusted partners, encouraging stronger exchanges and cooperation in education, culture, tourism, sports, and people-to-people engagement across various sectors.

Fourth, he proposed strengthening cooperation as global partners. China, he said, is willing to enhance coordination with Canada within multilateral frameworks such as the United Nations, the G20, and APEC, and to jointly address global challenges.

Prime Minister Carney, in response, said Canada is willing to build a strong, durable, and new-type strategic partnership with China that brings greater benefits to both peoples. He noted that under President Xi’s leadership, China’s economy has developed rapidly and achieved remarkable progress in scientific and technological innovation, contributing significantly to global economic growth.

Carney reaffirmed that Canada firmly upholds the One-China policy. He expressed Canada’s interest in expanding cooperation with China across a wide range of areas, including trade and commerce, energy, agriculture, finance, education, and climate change.

He also described President Xi’s Global Governance Initiative as highly significant, stating that Canada is prepared to deepen multilateral coordination with China, uphold multilateralism, and work jointly to safeguard global peace and stability.
