At a regular press briefing of China’s Ministry of National Defense on Thursday afternoon, 27 November, Senior Colonel Qiang Pin, Deputy Director of the Ministry’s Information Bureau and spokesperson, responded to questions from reporters.It has been reported that the Chinese government recently released a white paper titled “China’s Arms Control, Disarmament and Non-Proliferation in the New Era.” Could you brief us on the document?
Qiang Pin: China has always taken a constructive role in global security governance, actively promoting international arms control, disarmament and non-proliferation, and making significant contributions to global peace and stability. The newly released white paper is the first of its kind since the 18th National Congress of the Communist Party of China. It represents a concrete step in advancing China’s Global Security Initiative and Global Governance Initiative, and serves as a landmark statement of China’s commitment to safeguarding world peace, upholding the post-war international order, and supporting multilateral arms-control efforts.
This new edition sets out President Xi Jinping’s latest thinking, principles and proposals on global security governance and international arms control. It underscores China’s positions on traditional arms-control issues as well as its views on emerging security challenges. The document presents China’s strategic assessment of current global security and arms-control dynamics, clarifies its arms-control policy in the new era, and elaborates on China’s constructive contributions to promoting international arms control, disarmament and non-proliferation. It reflects China’s firm resolve and sense of responsibility in strengthening arms-control regimes, preserving strategic stability, and reducing the risk of conflict.
