U.S. and China Agree on ‘Framework for Cooperation’ Over TikTok

A senior Chinese official said Monday that the consensus reached between China and the United States over the popular social media platform TikTok aligns with the interests of both countries.

Delegations from both sides engaged in frank, in-depth, and constructive discussions on TikTok and other economic and trade issues of mutual concern, conducted on the basis of mutual respect and equal consultation.

Li Chenggang, China’s International Trade Representative and Vice Minister of Commerce, told a briefing that both countries recognized the importance of maintaining a stable China–U.S. economic and trade relationship, which carries significant implications for global economic stability and growth.

On TikTok, Li emphasized that China has consistently opposed the politicization of technology and economic or trade matters, rejecting their use as tools or weapons. He underscored that China will not reach any agreement at the expense of its policies, corporate interests, or international fairness and justice. China, he said, will firmly safeguard its national interests and the legitimate rights of Chinese enterprises, granting technology export licenses in accordance with relevant laws and regulations. The government, he added, fully respects corporate autonomy and supports companies in conducting business negotiations on equal terms under market principles.

During the talks, both sides had candid and detailed exchanges regarding TikTok and China’s related concerns. Li said the two parties reached a basic structural consensus to resolve issues through cooperation, by reducing investment barriers and expanding relevant economic and trade collaboration. Both sides will maintain close communication, work on the details of final documents, and complete their respective domestic approval procedures.

The discussions began on Sunday in Madrid, where senior Chinese and U.S. representatives convened to address a range of complex bilateral economic and trade issues.
