Policy Reforms Position Hainan as a Global Duty-Free Shopping Hub

Duty-free sales in China’s Hainan Province have surpassed 200 billion yuan following the increase in duty-free shopping allowances.

According to local customs authorities, since July 2020—when the individual annual shopping limit was raised from 30,000 yuan to 100,000 yuan—sales have grown steadily. Policy adjustments also removed purchase limits on single items and added seven new popular categories, including electronics. As of September 11, more than 300 million shoppers had purchased approximately 247 million duty-free items, Haikou Customs reported.

Retailers are now offering faster delivery options, flexible pickup times, and other customer-friendly services. Zhang Bin, general manager of the China Duty Free Group’s Sanya International Duty-Free Shopping Complex, said: “Since the new policy, we’ve introduced new brands of liquor and electronics, while also replenishing stocks of popular perfumes, cosmetics, and luxury goods at a faster pace.”

Haikou Customs further noted that the launch of a smart clearance system has accelerated approval procedures by 60 percent, effectively doubling product supply. Officials emphasized that these measures not only enhance the duty-free shopping experience but also strengthen customs supervision.
