On Monday, March 16, General Secretary of the Central Committee of the Communist Party of Vietnam, To Lam, met in Hanoi with Chinese Communist Party Politburo member and Foreign Minister Wang Yi, Minister of Public Security Wang Xiaohong, and Minister of National Defense Tong Chuan. The Chinese delegation was in Hanoi primarily to participate in the first ministerial-level meeting of the “3+3” strategic dialogue between the two parties.
During the meeting, To Lam conveyed Vietnam’s cordial greetings to Chinese President and CPC General Secretary Xi Jinping through Foreign Minister Wang Yi. He congratulated China on the successful conclusion of its “Two Sessions” and the approval of the outline of the 15th Five-Year Plan. To Lam noted that the “3+3” strategic dialogue is a joint initiative of the top leadership of both parties, reflecting a high degree of political trust between the two countries. Cooperation in key areas has become an important pillar of bilateral relations, playing a practical role in deepening the construction of a “China–Vietnam Community with a Shared Future.”
He added that in today’s unstable world, China remains an important pillar. Vietnam consistently considers its relationship with China as a top priority in foreign policy and a strategic decision. Vietnam remains committed to the “One China” principle and supports the four global initiatives proposed by President Xi Jinping.
In response, Wang Yi conveyed President Xi Jinping’s warm greetings to To Lam and again congratulated Vietnam on the successful conclusion of the 14th Congress of the Communist Party of Vietnam. He noted that the Chinese delegation’s visit to participate in the first ministerial-level “3+3” dialogue is part of implementing the important consensus of top leaders from both parties and countries. Wang Yi emphasized that the delegations reached broad consensus during in-depth exchanges on key themes such as “coordinating development and security, pursuing the socialist path, and addressing shared challenges,” sending a clear message to the international community that the two socialist nations are working together to safeguard political stability and promote national rejuvenation and development.
He further stated that the dialogue marks the establishment of the world’s first strategic communication platform between China and Vietnam, enhancing strategic trust and cooperation while symbolizing new progress in building a strategically significant “China–Vietnam Community with a Shared Future.”
During the meeting, Wang Xiaohong and Tong Chuan discussed cooperation between the public security and defense sectors of China and Vietnam. The visit also included meetings between Wang Yi’s delegation and Vietnamese Prime Minister Pham Minh Chinh, as well as a bilateral session with Le Hoai Trung, Politburo member and Foreign Minister of the Communist Party of Vietnam Central Committee.
