China to Take Practical Measures to Improve People’s Livelihoods: Li Qiang

Chinese Premier Li Qiang has emphasized that the government’s work in the current year will focus on improving the livelihoods of the people. Universal, fundamental, and minimum-guarantee public welfare systems will be strengthened, with practical measures implemented to benefit citizens. These points were outlined in the government work report presented by Premier Li at the fourth session of the 14th National People’s Congress on Thursday.

In the area of employment, the government will continue temporary measures such as social security subsidies and special loans. Efforts will be made to stabilize employment in labor-intensive industries, create new jobs for emerging and future sectors, introduce youth employment support policies, and provide enhanced assistance to people in difficult circumstances.

In education, resource allocation and structural reforms will be improved. Free pre-primary education policies will be further refined, access to general high schools expanded, higher vocational colleges established, and coordinated co-education systems involving schools, families, and society strengthened.

In healthcare, public health capabilities will be enhanced, government hospitals serving public interests will undergo deeper reforms, emergency and disaster-response capacities will be comprehensively improved, and the inheritance and innovation of traditional Chinese medicine and remedies will be promoted. Additionally, reforms in medical insurance payment systems will be accelerated.

In the field of social security, the national pooling system for basic elderly insurance will be improved and implemented. Coverage for unemployment and workplace injury insurance will be expanded, measures to promote a high-quality silver economy (elderly-focused economy) introduced, maternity insurance and leave policies enhanced, and universal childcare and integrated “childcare–pre-primary education” services extended.
